I am also in need of SIP client program can run on PPC ...
The SIP server I need is just used for manage the sessions and transactions, there is no need to do anything with Voip.
Any suggestion for me? Thanks!

Asterisk is Open Source software and supports SIP (http://www.asterisk.org/about). (I'm assuming you mean the SIP that makes VoIP possible)
By default, Asterisk runs on Linux, but see the links below for how to run it in Windows.
