Can an Internet Service Provider Detect Any Proxy?

I am in a country where most of the VOIP sites (skype) and other adult content sites are blocked by our internet provider. My friend offered me to use a proxy so that I can freely access any sites of any content. But I refused. I was afraid our internet provider can detect this proxy. I might end up in jail. Moreover, I am only using a NETWORK connection. Please help me.

If the ISP knows the IP address of the proxy provider, they will be able to see that you visited the proxy site, but whatever you do within that website, they shouldn't be able to detect. However, one trick that many ISPs know is to monitor where the IP address of the proxy service goes after you visited it, and by process of elimination, they might be able to deduce where you're visiting. Hope that answers your question!
