Can I Make Phone Calls Using Just My VOIP Gateway to a Land Line Phone?

Hello guys.. please help me on this.. I planning to buy Netcomm NB9 VoIP Gateway Router and I have DSL connection. Can i make a phone call using VOIP technology and the above hardware to a landline phone without subscribing to VOIP service provider??? The end result I want is to make free phone calls using VOIP technology. Is there any ways I can achieve that without subscribing to any VOIP provider at all because they are charging a fee for the use of their gateway.. Hope to hear from you soon thank you

Generally speaking, no.
1.
VoIP to PSTN phone calls have to be routed (or terminated) through a PSTN telephone exchange to reach a real PSTN telephone.
The phone companies aren't in the business of giving away free phone calls. Especially when they would much rather charge you 10 times (or more, when they can get away with it) what it cost them to route your calls.
So, generally speaking, no you can't call PSTN phones free, without being tied to some service provider. And even if you are tied to a VSP, if they let you connect to PSTN free, it is usually because the company is in Beta, or an upstart and they need to draw new clients with "free" offerings. But, inevitably, free never lasts for long, once they build up their client base.

Of course you can always use your ATA VoIP gateway to talk for free to other VoIP users for free by using "In-Network calling". There are various SIP-based VoIP providers that offer free accounts that allow free calling to all other member on their network. I have done this with my Linksys PAP2T-NA VoIP adapter.

By the way, subscribing to a VoIP provider doesn't mean you have to pay through the nose to make VoIP-PSTN phone calls. Especially when you already have a "user configurable" ATA, or also known as an "unlocked" ATA.

Here are some examples.
I have a Linksys unlocked (user configurable) PAP2T-NA telephone adapter ATA. It is configurable for 2-Lines of simultaneous VoIP service connections.

I have the PAP2T configured for service with one VSP that only charges 2.5 cent/min on line-1. I have line-2 configured with another VSP that only charges 1.98 cent/min for all calls.
I also have access to two other VSP's. One only charges 1.5 cent/min and the other charges as low as 0.75 cent/min anywhere in USA/Canada.
These are all very low rates. And, all the VoIP services I use are only Pay-As-You-Go... No Contracts, No hidden fees, no gimmicks, No non-sense..... what you see is what you get and.... quit any day of the week you decide you want to cut the lines.
