Depending on what plan you get you may be able to make local and long distance calls under a flat fee.

I am in the states, and I use SunRocket. For about $9/month I get unlimited local and long distance calls within the US, Canada and the US commonwealth of Puerto Rico. This also includes voice mail, call forwarding, etc. 

BTW, Skype will allow you to call from your PC to landline but you will have to pay for it.</description>
