Can We Connect Skype and Land Phone line(PSTN) via Voice/Fax Modem?

Is gateway Driver available for dial-up voice modem, which makes the modem to be an IP to PSTN and PSTN to IP phone gateway. Can we receive IP calls using (VoIP) Skype and forward the call to PSTN via your land phone line and vice versa? Without using Skype Forwarder (a external USB connected componant) , IP Phone, or Skype-In/Out. Only by use of Software, Internal Fax/Voice (speaker phone) modem and Land phone line.
