I woulod like to give up my home phoneline and sign up for a VOIP solution. Based on your personal experiences can you give me any recommendations?

Apart from low cost, I would like the service to have the following functions:

911 Emergency calls can be made
Able to select a local phone number (eg 901 as i live in Memphis)
Free incoming calls (these are the majority of my calls)
Voicemail
CallerID

any ideas?
Should have made my question clearer – sry! Cananyone give me recommendations for a VOIP service provider based on these requirements.

Someone told me the name makes him (a native English Speaker) feels no trendy or cool at all. He said it likes someone trying to speak English in the cool way but in fact, it's wrong in sound. Under marketing perspective, what do you think?

Hi everyone
Well here it is
I have some good-old friends halfway around the Earth and I'm really willing to talk to them, but telephone is way to expensive (for a normal length conversation), E-mail is not fun anymore, and I'm afraid they do not have time to use a webcam or any thing like that, so I thought of an IP phone.
Can I have one right at home, at my PC?
And are there any free IP Phones, so that I don't get to pay anything else but the internet bill.
And how does it work? I mean all I know about an IP phone is that it exists. Help plz
