Yes, an IP phone has a dialtone just like a regular phone. If your bandwidth is adequate, sound quality is excellent. I switched over a year ago and am extremely satisfied. My only gripe is that my cable internet goes down when it storms here. The cable co says that's to protect their network. Could be.
