When VoIP breaks-up there may be a few reasons.
1.
You many not have sufficient broadband bandwidth.
2.
Depending on your bandwidth, your VoIP data packets are competing with other Internet traffic on your network.
If you are downloading files, surfing the web, downloading jpegs, mpegs, email, etc, it is all competing for bandwidth with your VoiP service.
VoIP is a real-time data service. What that means is that if you lose any data packets, or if packets are excessively delayed, received out of order, then you will have voice quality problems.
If you are using an ATA separate from your PC, the turn off the PC. See if the VoIP performance is any better. This is a good test to see if some of the problem is too small a data pipe or lack of QOS.
Many Routers have the ability to enable and configure QOS (Quality Of Service). QOS is very important to VoIP because it will give all VoIP traffice priority over all other data traffice through your Router. Find out if your Router has QOS and if it is enabled.
3.
Are you using cordless phones and wireless Router?
If so, test with a corded phone. There may be RFI interference issues.
