My Windows XP system have two network card connected to LAN and Broadband internet. I found any one network works at a time. How to make both work. We do not use DNS for LAN.

You need to bridge the two netwrok connections.
Goto your Network Connections and right click on one and select bridge. Follow the prompts after that.
