i'm using tata indicom plug2surf (wireless net connection). i'm unable to make voice chat. now i want to make calls to US. i heard that voip is best to make calls cheaply. which one is better to buy?

You don't need a mobile provider with voip to be able to make calls through voip. Most voip providers will work around the world and will work on your computer as long as you have a decent internet connection.
What we use in our family is Onesuite.com (both for phone card and voip) and we get very good service from them. Check them out here -> http://www.onesuite.com
