Im looking for a open source VoIP phone for my ipaq.

Have you tried Skype for Windows Mobile: http://www.skype.com/download/skype/windowsmobile/ or, are you only looking for a SIP based applications? Although I don’t know of any links to SIP for iPaqs.
If your phone is directly SIP connection compatible, you can try connecting to SIP VoIP services like CallCentric. CallCentric is a pay-as-you-go service, no contracts. 1.98ยข/min to anywhere in USA/Canada and many other parts of the world.
