We have a small network using optimum onlines business voice plan. I was wondering if somehow, connecting a Cisco IP phone to the switcher we have (which goes to the optimum modem which controls the internet and phone) will make it work like a regular phone, or if there was anyway to do this?

You should be able to connect an ATA (analog telephone adapter) to the router (switcher) and use services from a different voip provider, however you may encounter issues where optimum has ports forwarded to their device and blocks your device from two way conversation.
