I have a really good friend who is originally from the Phillipines, even though she stays here in Chicago now. She has a sister that lives in Manila and she got her the Vonage subscription – with a Chicago (773) Area Code!!!
So technically, it can be done. As long as the other person has a solid broadband connection. If they don't there will be disruptions or loss of quality in the service.
