I am assuming you mean VoIP, which is Voice over IP. It basically means making and receiving phone calls over the internet rather than a standard phone system. It's alot cheaper because you can make unlimited calls for $25 and no long distance charges.
The problem is that the voice quality is not as great as standard phones. While it can be equal to phone quality, it can also be worst depending on the internet traffic.
