How do you find a very cost effective way to do the following:
Connect two local PSTNs via Internet telephony gateways
or create a cyber path to the PSTN (public switched telephone networks i.e. mobile phone) enabling interconnection between the Internet and PSTNs.

I have used Skype with some of my code to replace the long-haul with VoIP.
I call into my own Skype with my cell phone, then after entering a password, I can dial an international number, and I do a "SkypeOut", or VoIP to a closest VoIP-to-PSTN gateway in the foreign country, which then is converted to PSTN. Cost is usually less then $0.01 minute.
Cell --> My VoIP Gateway --> VoIP long Haul ---> Skype's VoIP Gateway --> PSTN
If this is a permanent solution you can establish your own VoIP long haul replacement, by putting a VoIP gateway at each permanent location, thereby not have to pay for Skype's VoIP Gateway.
